In the early Japanese colonial period, this area was primarily farmland along the Liugong Canal. As development around Taipei City reached saturation, the Japanese chose Xingya Village to establish a railway factory and the Songshan Tobacco Factory, while also acquiring land to build an army warehouse for storing military supplies and provisions. After the war, the warehouse was renamed the "44th Ordnance Factory of the Combined Logistics Command." Military dependents who had relocated from Qingdao to Taiwan during the Chinese Civil War settled south of the factory, forming a community known as "Nancun" (Southern Village). In the 1970s, to promote the prosperity of the eastern district, the ordnance factory north of Xinyi Road was designated as the Xinyi Development Zone, attracting commercial investment and transforming farmland and military villages into a political and financial hub.
