Originally named “Sek-kháu,” this area was an important hunting and fishing ground for the Pingpu people, with its name meaning "a bend in the river" due to the meandering flow of the Keelung River. The development of various transportation networks laid a crucial foundation for its future industries: in the mid-Qianlong period of the Qing dynasty, ferry crossings and marketplaces emerged along the Keelung River; by the late Qing era, the arrival of the railway led to the establishment of a train station; during the Japanese colonial period, an airport was built in Dongshi Village. After the war, further expansion and road construction enhanced accessibility, transforming the district into a key financial and industrial decision-making center.
